AECOM has an excellent career opportunity for a creative, highly talented and experienced Chief of Party (COP) to Lead our Climate Activity (IN4C) program. The IN4C USAID program will leverage and mobilized public & private finance to support Colombia’s adaptation and mitigation target. The IN4C will aim to reach an impact at scale in its local interventions by expanding USAID work to mobilize finances for business and projects that reduce Greenhouse Gas (GHG) Emission from agriculture, forestry , and other land use (AFOLU); promote clean energy ; and enhance climate resilience and reduce vulnerability while promoting local economic and social development.
The COP will lead all professional, technical, and administrative activities required for successful implementation. This position will report to Colombia Country Manager.
The COP will lead a multi-discipline team including financial specialists for climate change and smart projects, climate change team, the stakeholder’s management public and private actors, including financial institutions, working in coordination with USAID, national, subnational, and community-level stakeholders, the COP lead work with sustainable Landscapes fund, clean energy and adaptation funds, work in regions with highest technical and financial potential to reduce GHG emissions and support climate adaptations actions also will work closely with marginalized population, including youth , women , AfroColombians and Indigenous communities , gender and sexual minorities , migrants and conflict victims to bring direct benefits for these populations
The COP will lead the delivery of the projects and other technical services. He/she is responsible for quality and compliant delivery of works under both subcontracts and grant mechanisms. The COP will be the primary point of contact with USAID in-country with based in Colombia . The COP will bear primary responsibility for all technical aspects of work activity performance, as well as management-related requirements of the project such as procurement, personnel, reporting, and financial administration. The COP position requires the vision to develop, coordinate and manage multiple simultaneous tasks, strong decision-making skills, and the ability to ensure coherence and consistency throughout the project lifecycle.
Responsibilities of this position include, but are not limited to:
- Supervising a multi-functional team, provide leadership, technical direction, and quality oversight to achieve project objectives and meet all contractual requirements
- Development and management of effective project strategies to achieve multiple integrated results in coordination with stakeholders and partners
- Establishment and implementation of project processes and procedures needed to conduct the technical team and other services in multiple remote locations.
- Establish excellent working relationships with municipal, department-level and national government officials as well as private sector
- Manage technical teams in the development of technical deliverables including, key strategies, plans, financial tools, policy advisory, governance capacity, choose key partner for project.
- Oversee the performance of main areas of the project Climate Financial group, Climate Smarts team, Governance & public policy team in compliance with USAID requirements
- Effectively represent AECOM through communication and reporting to USAID technical and contract personnel
- Identify and manage technical resource needs with AECOM project support staff
- Identify issues and risks related to project implementation, provide mitigation strategies, and monitor through resolution
- Ensure that systems are established and maintained, and adequate resources are applied to meet requirements for cost, schedule and quality requirements
- Ensure compliance with USAID reporting requirements, budget and schedule
- Manage consultants and staff in the development and implementation of gender , equality and social inclusion programming and reporting.
- Monitor project subcontractors and partners through meetings and communications, work with AECOM contracts staff to achieve efficient and effective subcontract compliance
- Manage Monitoring, Evaluation and Learning program and comply with all USAID reporting requirements.
- Monitor project financials, liaise with Finance Director and Project Director to ensure compliance with AECOM requirements
- Ensure establishment of quality control processes in a consistent and transparent manner for all work activities and functions
Minimum Requirements
- BA/BS degree in Engineering, Construction Management, or related degree
- Ten plus years of professional experience in climate change programs including 2 years of leadership
- Experience implementing USAID or other donor funded climate change projects;
- At least five years at a level of project manager for large projects with multiple tasks or contracts including climate financial, development financial platform for climate smarts projects, climate smart project assessment & selection, governance & public policy expertise, communities engagements and multiple stakeholder management
- Experience managing multiple administrative and technical components of a USAID contract or at least 5 years’ field experience with the management and/or design of international projects.
- Demonstrated progressive experience in managing teams and support staff.
- Capable of establishing good working relationships with high-level local and national government officials as well as private sector/civil society actors and strong relation with financial institutions
- Proven ability to develop management plans and reports and deliver per contract schedule.
- Experience in developing and managing the preparation reports, climate adaptation & mitigation reports, strong knowledge of financial climate business, finance instruments, knowledge of climate smart projects, public policy experiences to support the climate finance
- Experience in selecting and managing local subcontractors
- Experience with GIS applications in climate change programs
- Familiarity with US Federal Acquisition Regulations (FAR) and USAID Acquisition Regulations (AIDAR)
- Ability to coordinate internationally to support project;
- Ability to collaborate with remote teams online, proficiency in MS Suite, SharePoint (or similar collaboration tools) and remote communications applications such as Teams, Zoom, etc.;
- Ability to pass all necessary screening requirements, including successful background check, substance abuse test, and medical clearance.
- Spanish & English Fluency
Preferred Qualifications
- USAID Chief of Party experience and/ or experience leading a multi-million-dollar, multi-year program.
- Post graduate degree in relevant engineering discipline Climate Change
- Project Management Professional (PMP) certifications
- 10 plus years of professional experience in Climate Change programs and similar areas, financial climate business, climate smart projects; & public policy experiences to support the climate finance
- Experience in the management of USAID or other donor funded programs
- Experience with the management of grant programs, climate smart projects financing
- Oversight experience in the delivery capacity building programs and/ or social inclusion initiatives within technical programs
- Previous experience working internationally on USAID programs in Colombia and/ or Latin America.
- Previous experience working internationally to support U.S. government projects;
- Demonstrated high level organizational, communication, leadership, problem solving, and time management skills;
- Familiarity with USAID procedures and protocols, reporting and organizational structure.
